Gissel Madrid
Associate Director of Housing & Services, San Francisco

Gissel provides direction and oversight to nine supportive housing programs, ensuring successful implementation, evaluation, and coordination of services. She oversees oversight and manages fiscal planning, contract compliance, reviewing and reporting, and budgetary monitoring, ensuring financial efficiency and accurate budgetary projections. In addition, she directly supervises a team of six program managers.

Prior to Abode, Gissel served as the Housing Services Manager at Hamilton Families in San Francisco, where she developed and implemented innovative programs for homeless families and those at risk of homelessness. She also served as a legislative aide for San Francisco Supervisor Matt Haney, where she helped develop legislation by conducting legal research and collaborating with constituents, community organizations, and city leaders. Gissel is an urban and public affairs professional with more than 13 years of leadership experience across government, nonprofit, and business sectors. She is skilled in recognizing diverse stakeholder voices, navigating complex systems, and driving solutions. In 2025, she was selected to join CORO’s Housing & Homelessness Leadesrhip Network, in which she worked with a team of professionals to help develop innovative solutions to tackle homelessness.

Gissel holds a Bachelor of Arts in Anthropology from California State University of Long Beach, and a Master of Arts in Urban and Public Affairs from the University of San Francisco.
