Susan Villalobos
Director of Billing & Budgeting  

At Abode, Susan oversees all billing, collections, and budget preparation activities as related to government contracts. She cultivates staff development through education and training; ensures the use of appropriate working practices; and drives department goals in many areas, such as accounts receivable days, unbilled charges, production by area, and billing denial reduction.

Susan spearheads and manages the billing of all government contracts, advising supervisors on daily implementation and interpretation of changes to ensure that all policies and procedures meet compliance. She develops internal processes to ensure timely and accurate billing of receivables; serves as the agency liaison and primary interface for funders on all items related to invoicing including more than 120 government contracts; develops, supervises, and trains a staff of up to 23 people on knowledge in billing and compliance requirements and goals. She also prepares statistical, analytical, and billing reports; reviews and maintains accountability for the timely and accurate entry of all client charges by various departments; and implements controls to ensure appropriate billing submission and payment cycles. She has decades of professional experience as an analyst in finance, accounting, and budget management, and business partnership.

Susan holds a Master’s of business administration degree in finance from Golden Gate University, and a Bachelor’s degree in business administration and accounting from Shippensburg University in Pennsylvania.
