Scott Wagner
Director of Housing & Services, Northern Region
Scott is the Director of Housing and Services for Abode Services’ Northern Region, where he provides strategic and operational leadership for a $19 million portfolio delivering housing and homeless services across Napa and Solano Counties, with additional programming in Sonoma County. He leads a multidisciplinary team of 75 employees and oversees a full continuum of services designed to promote dignity, stability, and client-centered care for people experiencing homelessness.
In this role, Scott oversees operations for two 24/7 shelter facilities with nearly 160 beds, a comprehensive drop-in center, and extensive outreach, forensic respite, intensive case management, and rental subsidy programs. He also manages five site-based Permanent Supportive Housing programs totaling 245 units, along with scattered-site tenancy support for nearly 100 additional households. His work includes building and stewarding strong partnerships with county and city leaders, healthcare providers, donors, and community-based organizations, and serving in collaborative initiatives such as Napa's Continuum of Care and Non Profit Partners Coalition.
Prior to joining Abode, Scott served as Managing Director of the Safety Net Project at the Urban Justice Center in New York City, where he led a team of 28 employees, managed a $3 million annual budget, and spearheaded fundraising and strategic planning efforts to protect low-income tenants and preserve the social safety net. Earlier in his career, he held leadership and legal advocacy roles at Part of the Solution, Northern Manhattan Improvement Corporation, and Fordham Law School–affiliated justice initiatives, providing direct legal and social services to underserved communities.
Scott holds a Juris Doctor from Fordham University School of Law and a Bachelor’s degree in Religious Studies from the University of Dayton.
